State Finance Minister Pradip Kumar Amat presented the supplementary budget of Rs 6014.06 crore for 2016-17 in the Assembly during Thursday’s post lunch session. The budget has made the proposed implementation of recommendations of 7th pay commission for state government employees and pensioners and accounting adjustments under different demands.
Amat said that provision has been made for allotment of Rs 125.61 crore towards salary payment for the government employees under 7th Pay Commission in the supplementary budget. While Finance department Joint Secretary Tuhinkant Pandey said the implementation would be made on the basis of the fitment report and now provision for two months arrear payment with the raised salary would be made.
The supplementary budget outlaid Rs 795.98 crore for non plan sector, Rs 5150.94 crore accounted for state plan, Rs 62.31 crore for central plan and Rs 4.83 crore central sponsored plan. Out of 5150.94 crore state plan, provision has been made for providing Rs 2875.04 crore for infrastructure development, Rs 419.65 crore for improvement of road , Rs 300 crore for installation of 33/11 KV Sub stations and Rs 247.35 for equity investment in Odisha Power Generation Corporation.
The highest amount of Rs 1292.27 crore was provided to Water resources department, followed by Rs 826.44 crore to Energy, Rs 724.62 crore to Water Resource department and Rs 542.94 crore to Panchayati Raj department.
The biggest allocation of Rs 1292.72 crore has been made for the rural development department. With the state aiming to provide electricity to non-electrified villages at the earliest, a budget of Rs 826 crore has been earmarked for the energy department.
