CHANDIGARH:The Punjab Government decided to implement the Assured Career Progression (ACP) scheme of November 3, 2006 with effect from May 28, 2009 instead of December 1, 2011.A decision to this effect was taken at a high level meeting presided over by the Chief Secretary SC Agrawal, with the delegation of Punjab Mulazam Sangarsh Committee led by its convener. Ranbir Singh Dhillon here at Punjab Bhawan late last evening. The meeting was especially convened at the behest of Punjab Chief Minister Parkash Singh Badal.
Disclosing this here today, a spokesperson of the Punjab Government that it was earlier decided to implement the ACP scheme in the original mode from December 1, 2011.Responding to another demand put forth by the delegation, the Chief Secretary decided to now offer various benefits to the different categories of the employees announced by the state government with effect from November 1, 2011 instead of December 1, 2011. The meeting also gave in principle approval to grant conveyance allowance of Rs. 300 per month to the Group `D’ employees. This allowance would be inclusive of the local Travelling Allowance-cum-Miscellaneous allowance already admissible to Group `D’ employees.
Conceding another demand of the delegation regarding grant of
Risk Allowance, an ex-gratia Rs. 5 lac in lump-sum would be admissible in case of death on duty irrespective of the basic pay or group of employees. In case an employee suffered permanent disability due to accident on duty then he would be entitled for ex-gratia amount proportionately as per prescribed the percentage of his disability.
The spokesman further said that the Sangarsh Committee had been invited for talks with the Chief Minister on November 30, 2011 at 6 pm at the Chief Minister’s residence. It was also decided in the meeting to hold the next meeting of the Cabinet Sub Committee comprising of Tikshan Sud, Dr Upinderjeet Kaur and Adesh Partap Singh Kairon (All Cabinet Ministers) on November 26, 2011 at 4 pm to consider the remaining demands of the various employees’ associations, added the spokesman.
Prominent amongst those present in the meeting included Principal Secretary to Chief Minister DS Guru, Principal Secretary Finance KBS Sidhu, ADGP (Intelligence) Suresh Arora and Secretary Expenditure Mr Jaspal Singh.
